Robert Keller
Robert Keller was the middle son of Wayne Keller and Katie Keller and the older brother of Ben Keller. He and his wife, Shirley, served as Jacob Keller’s court-recognized kinship-foster guardians from 2021 until Robert assaulted Jacob and expelled him from their home in October 2024. Robert was convicted of first-degree child abuse and related offenses in 2025 and began serving a twelve-year active sentence in early 2026.
Early Life and Family
Robert was born around 1988 or 1989 and grew up in Wayne and Katie’s violent household in Essex, Maryland. He was the second of their three sons, between Keith and Ben. Robert participated in the family’s abuse of Ben.
Wayne murdered Katie in early 2005, when Robert was approximately fifteen or sixteen. Robert knew or strongly suspected the truth and remained silent while Wayne told Ben that Katie had abandoned the family. Katie’s remains were recovered in early 2025, approximately twenty years after her death.

Marriage and Kinship Placement
Robert married Shirley. In 2021, they became Jacob’s court-recognized kinship-foster guardians and brought him into their apartment at Harbor View Apartments in Curtis Bay.
Robert drank heavily and subjected Jacob to physical abuse, threats, inadequate food, and medical neglect. Shirley did not protect Jacob from Robert’s abuse.

October 2024 Assault

In October 2024, a Baltimore City Department of Social Services caseworker conducted a welfare check at the apartment. Robert returned home intoxicated later that day, grabbed and shook Jacob, and shoved him into a wall after Jacob bit his hand. The impact caused a concussion. Robert ordered Jacob out by sundown, ending the kinship placement.
Jacob spent the next three days without housing before collapsing and being admitted to the University of Maryland Medical Center. His hospitalization documented the assault, malnutrition, medication deprivation, and other evidence of chronic abuse and neglect.

Prosecution and Incarceration

A jury convicted Robert in mid-2025 of first-degree child abuse, neglect of a minor, and reckless endangerment. The court imposed twelve years of active incarceration followed by a five-year suspended term and five years of probation. His misdemeanor sentences ran concurrently. The sentence also included mandatory treatment for alcohol-use disorder and a permanent no-contact order protecting Jacob.
Robert entered the Maryland correctional system in early 2026 and was housed at Eastern Correctional Institution.
Family and Core Relationships
Shirley Keller
Shirley was Robert’s wife and Jacob’s co-guardian. She sometimes expressed concern for Jacob but did not intervene effectively in Robert’s abuse.
Jacob Keller
Robert was Jacob’s paternal uncle and guardian from 2021 to October 2024. He treated Jacob as an unwanted obligation and repeatedly used Ben’s history to threaten him. Their relationship ended after the assault and was legally severed by the permanent no-contact order.
Ben Keller
Ben was Robert’s younger brother and Jacob’s father. Robert participated in Ben’s abuse during their childhood and later used Ben’s incarceration and history as threats against Jacob.
