Aunt Shirley

Shirley Keller, generally known within the Keller family as Aunt Shirley, was Robert Keller’s wife and Jacob Keller’s aunt by marriage. She initiated the 2021 kinship-foster homestudy that brought Jacob into their Curtis Bay household, then failed to protect him as Robert’s abuse, alcohol use, and medical neglect escalated. Her testimony at Robert’s 2025 trial exposed both the household conditions and her own complicity through silence.

Kinship-Foster Placement

Shirley learned that Jacob was likely to face another disrupted foster placement at the end of eighth grade. She persuaded Robert to complete a relative-placement homestudy with her through Baltimore City DSS. The household passed inspection in 2021, and Jacob moved into their apartment at Harbor View Apartments that summer.

Shirley initially approached the placement with concern for Jacob. During his first months in the household, she bought sheets and school supplies, tried to keep foods he liked in the apartment, and gave him a photograph of his mother, Chloe Keller. Those gestures diminished as Robert’s drinking and cruelty became the household’s organizing force.

Failure to Protect Jacob

Across the placement, Shirley withdrew into silence rather than interrupting Robert’s abuse. Food provision dwindled, Jacob’s seizure-medication refills lapsed, and his health deteriorated. Shirley remained his court-recognized co-guardian but did not provide the medical management or protection the placement required.

During a welfare check shortly before the placement ended, Shirley praised Jacob for telling the caseworker that he felt safe. When Robert assaulted Jacob and ordered him out in October 2024, Shirley protested from the doorway but did not intervene effectively. She did not report Jacob missing, contact his school, or seek medical help for him during the days before his collapse.

Robert Keller’s Prosecution

Shirley remained at Harbor View Apartments during the pretrial period. At Robert’s 2025 trial, she testified under defense subpoena and attempted to describe the household as stable but stressed. The prosecution confronted her with her earlier statements and the DSS record, substantially impeaching her testimony. The trial publicly documented her knowledge of the household and her failure to act. It also ruptured her marriage to Robert.

Relationship with Jacob

Shirley’s relationship with Jacob ended after the October 2024 assault and hospitalization. No formal no-contact order applied to her, but neither she nor Jacob pursued later contact. Jacob remembered both her original decision to seek the placement and the greater weight of the silence that followed.
